A new bill filed by State Rep. Rhyne in the North Carolina House seeks to prohibit toxic chemicals in medical devices to protect public health, according to the North Carolina State House.

In essence, this bill, titled the Toxic-Free Medical Devices Act of 2025, aims to prohibit the manufacturing, selling, and distributing of intravenous solution containers and tubing with intentionally added DEHP, a toxic chemical found in plastics such as PVC, due to its health risks. Starting Jan. 1, 2030, intravenous solution containers made with DEHP are banned, and from Jan. 1, 2035, the same applies to intravenous tubing in North Carolina. The bill prohibits replacing DEHP with other ortho-phthalates and limits unintentionally added DEHP to below 0.1% weight per weight. Exemptions include certain blood collection and therapy bags. Noncompliance incurs penalties of up to $5,000 per day. The law is effective upon enactment unless specified otherwise.
