A new bill filed by State Rep. Setzer seeks to restrict proposition wagers on college and amateur sports and limit in-person betting at sports venues hosting these events, according to the North Carolina State House.
The bill, filed as HB 828 on April 8 during the 2025 regular session, was formally listed with the short title: ‘Prohibit Prop Bets on College/Amateur Sports.’
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill seeks to prohibit proposition wagers on college and amateur sports and restrict in-person sports wagers at sports facilities hosting college sports events. A proposition wager is defined as a bet on an individual action, statistic, occurrence, or nonoccurrence that does not directly affect the final outcome of a sporting event. The bill amends existing statutes to ensure that proposition wagers on amateur and college sports are not authorized, along with prohibiting wagering involving youth sports, injuries, penalties, disciplinary proceedings, and replay reviews. Additionally, the bill disallows registered players from placing sports wagers at a sports facility during the eight hours preceding and during any college sports events occurring at or adjacent to the facility. This act is set to take effect on July 1, 2025.
Of the four sponsors of this bill, Pricey Harrison proposed the most bills (41) during the 2025 regular session.
Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
