Title: Finance Specialist

Summary
Qualified professional for the City of Claremont (pop. 1,461) Finance Specialist Position. This position performs professional and administrative work in support of the City’s financial activities. Work is performed in accordance with established municipal finance procedures, local ordinances and NC General Statutes.
Primary Responsibilities
Full Cycle Accounts Payables; including review of requisitions, issuing of purchase orders, review of invoices in accordance with purchase orders, coding of invoices, invoice system entry, weekly check run, and verifying weekly cash requirements. Processing Credit Card charges and issuing payments timely. All related filing and retention including W-9s. Annual processing of 1099. Work with department heads and vendors to provide a high standard of customer service.
Daily balancing: of water and sewer payments, miscellaneous revenues, verify cash drawer funds, and prepare deposit(s).
Budgetary accounting and monitoring; ensure that all payments are issued within the approved budget. Communicate with management on accounts approaching budget and assist with line-item transfers. Overall budget analysis.
General ledger maintenance; posting and filling of daily general ledger batches. Review general ledger for posting anomalies and assist with research and corrections. Maintain various spreadsheets.
Provide support to the Customer Service/Accounts Receivable Position for daily lunch relief, during high volume and when absent; including answering telephone, assisting customers, processing payments, daily post office run, distributing mail, maintaining work orders, and utility billing.
Secondary Responsibilities
Maintain finance retention, retention oversight and maintenance of all finance documents for accounts payable, accounts receivable, general ledger, and payroll.
Processes payroll in absence of Finance Director; including set up and update employee profiles, Bi-weekly and monthly payroll, direct deposits, Federal 941 payments, State NC tax payments, 401K payments, retirement fund payments, HSA payments, quarterly 941 reports, quarterly NC tax report, and quarterly ESC report.
Procedure: assist with writing procedure books for all finance department positions and tasks.
Assists the Finance Director with the daily, monthly, and yearly operations of the finance department, including grant management, analysis, reporting, budgeting, audit, and special projects as assigned.

Technical Qualifications
Minimum of AS in accounting, and 3 years of experience in finance, or an equivalent combination of training and experience.
Preference given to those with general ledger experience, multi-disciplinary team experience, municipal finance experience, and Certified Local Government Finance Officers.
Knowledge of basic accounting and bookkeeping principles as they apply to accounts receivable, accounts payable, and payroll
Intermediate experience with word, excel, and internet. Two years’ experience with computerized accounting system.
Background check and drug screening required.
Must have a valid N.C. driver’s license.

Working Conditions
Work is performed primarily in an atmospheric controlled environment without exposure to harmful chemicals, personal danger, or other workplace hazards.
Physical Requirements
Must be able to perform the basic life operational skills of kneeling, standing, walking, reaching, fingering, talking, hearing and repetitive motion.
Must be able to perform sedentary work exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to move objects.
Must possess the visual ability to prepare and analyze data and figures, work with accounting processes, operate a computer terminal, and do extensive reading.
