Public Comment Period for TIP and MTP Amendments

Lincoln County issued the following announcement on October 5.

The Gaston-Cleveland-Lincoln Metropolitan Planning Organization (GCLMPO) has established a public comment period to amend the 2020-2029 Transportation Improvement Program (TIP) and the 2045 Metropolitan Transportation Plan (MTP).

The Gaston-Cleveland-Lincoln Metropolitan Planning Organization (GCLMPO) has established a public comment period to amend the 2020-2029 Transportation Improvement Program (TIP) and the 2045 Metropolitan Transportation Plan (MTP).

The documents will be available for review and public comments will be received from October 1 – 31, 2021.

The Transportation Improvement Program (TIP) identifies the transportation projects that GCLMPO and NCDOT plan to undertake over the next ten years. The Metropolitan Transportation Plan (MTP) is the long-range, fiscally-constrained plan that defines the transportation network that will serve both present and projected volumes of vehicular traffic, public transportation use, bicycle, pedestrian, aviation and freight travel in and around the urban area. Federal regulations require the TIP and MTP to be consistent with the NCDOT’s State Transportation Improvement Program (STIP).

The GCLMPO’s 2020-2029 TIP and 2045 MTP need to be amended to reflect modifications that have been made to the 2020-2029 STIP for various projects across the GCLMPO planning area.

The public may also provide comments during the GCLMPO TCC Meeting on Wednesday, November 10, 2021 at 10:00 am and the Board Meeting on Wednesday, December 1, 2021 at 6:30 pm.

All written comments must be received by October 31, 2021.

The Gaston-Cleveland-Lincoln MPO hereby gives public notice of its policy to uphold and assure full compliance with Title VI of the Civil Rights Act of 1964 and all related acts and statutes. Title VI and related statutes prohibiting discrimination in Federally assisted programs require that no person in the United States of America shall, on the grounds of race, color, national origin, sex, age, or disability be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal assistance.

Any person who believes they have been aggrieved by an unlawful discriminatory practice regarding the Gaston-Cleveland-Lincoln MPO programs has a right to file a formal complaint with the GCLMPO, within one hundred and eighty (180) days following the date of the alleged discrimination occurrence.
